HANFORD, Kings County — October 23, 2026. Residents following the proposed Fargo Village mixed-use development have an upcoming opportunity to examine the environmental review and participate in a public hearing. Hanford’s official development-project directory says the project’s Final Environmental Impact Report (EIR) is available and identifies a Planning Commission hearing for Tuesday, October 27, at 5:30 p.m. in the Council Chambers of the Civic Auditorium at 400 N. Douty Street.

What is Fargo Village?

The city’s listing describes Fargo Village as a proposed mixed-use project involving tentative tracts 941 and 946, Planned Unit Development 2023-03 and Development Agreement 2025-01. Those identifiers matter because residents can use them to locate reports and subsequent decisions without confusing this project with other Hanford subdivisions or housing proposals.

What does the Final EIR accomplish?

Under the California Environmental Quality Act, the final EIR is part of the evidence decision-makers must review when considering a project with potentially significant environmental effects. The city’s project page links the Final EIR, tentative tract map and hearing notice. The presence of a completed report does not mean the project has automatically been approved, that every impact has been eliminated or that construction may immediately begin.

What the Planning Commission will consider

According to the public notice, commissioners are scheduled to consider recommendations concerning certification of the Final EIR and approval of the proposed tentative tracts, planned-unit development, a General Plan consistency finding and development agreement. The Commission’s role at the hearing should be distinguished from later City Council consideration. The city’s webpage identifies November 17, 2026 as a tentative date for a council hearing, not an immutable schedule.

How to prepare meaningful comments

Residents can read the specific EIR analysis and identify effects they believe need explanation, proposed mitigation measures or traffic and infrastructure questions. A substantive comment refers to a document, location or technical finding rather than relying on an assumption that an agenda item constitutes a final vote. Check city instructions for written submissions, timing and public testimony.

What happens next?

After the October 27 meeting, the official recommendation, any additional documents and the eventual council agenda should be checked separately. California58 has not attended the future hearing or independently confirmed any vote outcome, developer contract or building permit.
